The Real Madrid man has been absent with a muscle injury of late but, having missed five matches, he came off the bench for the final 30 minutes of Tuesday’s 1-0 Champions League victory over Liverpool.
And the 25-year-old has been named in a strong Wales squad by manager Chris Coleman, which also includes midfielders Aaron Ramsey of Arsenal and Joe Allen of Liverpool, who both return after injury.
However, Andy King misses out because he needs to serve a two-match ban following his sending-off during the victory over Cyprus. And Simon Church, Sam Vokes and David Edwards will all be absent due to injury.
Edwards, who earned his 27th cap last month, sustained knee ligament damage when Wolves lost 2-1 to Ipswich on Tuesday evening, while the game comes too soon for Church (collarbone) and long-term absentee Vokes (knee).
Also on board is Fulham boss Kit Symons, who Coleman confirmed will travel with the squad.
It had been speculated that the Wales assistant manager might give up his international commitments after taking charge at Craven Cottage on a full-time basis.
Wales are top of Group B with seven points from three matches but face a tough task a week on Sunday in Brussels against a Belgium team who reached the quarter-finals of the World Cup in the summer.
Belgium coach Marc Wilmots has recalled Aston Villa striker Christian Benteke to his squad.
Benteke has not played for Belgium since March, having been sidelined by an Achilles tendon rupture.
